ESSENTIAL COUNTY ATTORNEYS UNIT

INITIAL CONTRACT PROPOSAL TO

HENNEPIN COUNTY

 

1.      Professional Development Payment.   The Employer shall make a Professional Development Payment of $825.00 per year to each attorney in the bargaining unit.

 2.       Continuing Legal Education Central Fund.   Effective January 1, 2008, a CLE fund sum of thirteen thousand dollars ($13,000) will be allocated and spent solely for educational purposes for attorneys in the bargaining unit.   This amount will increase to thirteen thousand five hundred dollars ($13,500) effective January 1, 2009.   The fund shall be administered by a representative of the County Attorney and a representative from the attorneys bargaining unit selected by the Union, who shall make a recommendation to the County Attorney .   The County Attorney will have the final decision as to how the funds are spent, consistent with this agreement.

 

3.      Comp time.   Incorporate into the contract that all employees may earn straight compensatory time off.   Each employee’s comp time bank shall have a rolling cap of 80 hours, i.e., When an employee’s comp time bank reaches 80 hours, an employee may not bank more comp time hours until all or a portion of the 80 hours in the bank have been used.

4.      Vacation.   Add an additional accrual rate of 200 hours for over twenty three (23) years (47840 compensated regular hours).

5.     Contracting Services.   In Section 2, delete the last sentence and replace it with: The Employer agrees that as a consequence of any purchase of service contract, employees shall not lose employment with Hennepin County nor shall their salary be reduced.

 

 

 

 

 

6.      Sick Leave.   Sick leave shall be earned at the rate of 4.6154 hours per pay period.

7.      Health Insurance. The Union shall accept the same provisions as are agreed to by the AFSCME bargaining units and the Employer in joint negotiations.

8.      Market Adjustments.   Effective January 1, 2008, add a new step which is 5% greater than the current top step to the salary range of all classifications. Then increase all pay steps in all salary ranges of all classifications in the bargaining unit by ten percent (10%).

9.      General wage adjustment (Cost of Living Adjustment).   The Union shall accept the same general wage adjustment percentage and the effective date of it’s application for all classifications in the bargaining unit as are agreed to by the AFSCME bargaining units and the Employer in joint negotiations.   The general wage adjustment shall be applied to all pay steps of all salary ranges of all classifications after the market adjustments have been applied.

 

10.      Article 32 Discipline, Section 2

Delete the asterisk (*) after “C. Suspension” and the entire paragraph to which the asterisk refers.

 

 

HOUSEKEEPING ITEMS

 

Article 37 Voluntary Leave Without Pay.   Change dates of December 31, 2006 and 2007 to December 31, 2008 and 2009 respectively.

 

Article 44 Term of Agreement.   Change all dates to reflect the term of the new agreement

 

Include all attachments from the 2006-2007 Agreement.
